Who Can Join

Eligible institutions include:

  • Higher education or teacher-education institutions recognised by their respective Ministries of Education
  • Public or private universities, colleges, or normal schools offering pre-service teacher programmes
  • From SEAMEO Member, Associate, or Affiliate Countries

Institutions may participate as:

  • Sending Institutions – nominate students for practicum abroad
  • Receiving Institutions – host inbound pre-service teachers

How It Works

The programme operates in three phases:

Express intent to join the Programme
by submitting required documents to formalize their partnership with SEAMEO and a partner institution. 
Pre-service teachers are deployed to their assigned receiving institutions.
– Class observations
– Teaching assistantships
– Practice teaching
– Reflective activities
Institutions that complete the SEA Teacher Programme are awarded a Certificate of Completion from SEAMEO. 
– SEAMEO-hosted evaluation meetings 
– Graduates shall be included in the SEA Teacher Alumni Registry.

How long is the exchange period?

The exchange usually lasts one month, but the exact duration can be adjusted by the partner institutions under SEAMEO’s guidance.

What are the benefits of joining?

Institutions strengthen their internationalisation, teachers and students gain global exposure, and the programme fosters regional collaboration and cultural understanding across Southeast Asia.

How can our institution join for the first time?

Simply fill in the Expression of Interest Form under Stream 2 – New Partnerships. SEAMEO will help match your institution with a suitable partner university.

We already have a partner from previous batches. How do we continue?

You may join under Stream 1 – Continuing Partnerships by submitting the required signed documents and updated student nominations here.

Are there any costs involved?

There is no fee to join the SEA-Teacher Programme.
Participating institutions are, however, encouraged to share responsibilities to ensure smooth implementation. Typically, the receiving institution covers accommodation and local logistics, while the sending institution assists with airfare, insurance, and other travel-related costs for their students.
